This program launched in partnership with the Association France-Canada aims to deepen Franco-Canadian strategic exchanges given the challenges these two allies are currently facing, mainly in Europe and the Arctic following Russia's revisionist behavior. Concretely, it aims to develop and strengthen a network of emerging Franco-Canadian leaders establishing regular contacts.

During each edition, the selected group (at least 10 people) takes part in two stays of approximately 4/5 days each time, one in France (mainly in Paris and in a naval base) and the other in Canada (Ottawa, Montreal and Saint-Jean-sur-Richelieu). During these stays, several private events (workshop in a select committee with certain political, military, diplomatic, academic or industrial leaders) and open to the public (symposia, conferences) are organized. At the end of the program, participants write strategic notes with a view to improving Franco-Canadian relations and cooperation.

As part of the new 2025 edition of the program, 20% of the participants come from other member states of the transatlantic community.
