on Defense and Diplomacy issues
Forging Our Shared Strategic Future


The PAFC program is a joint initiative of the France–Canada Association and the Defence and Strategy Forum, designed to bring closer together future decision-makers from France, Canada, and, to a 20% share, other nationalities from the Euro-Atlantic community.
It is aimed at individuals under the age of 40 from diplomatic, military, academic, industrial, and political circles.

Dr. Laurent Borzillo
Secretary General of the FDS
Laurent Borzillo is a postdoctoral researcher at the ENAP. A member of the Le Rubicon platform, he is a visiting researcher at the CCEAE at the University of Montreal and a member of the Réseau d’analyse stratégique (RAS), where he co-hosts the Conseil de sécurité podcast.


Teodora Morosanu
Deputy Secretary General of the FDS
Teodora is an International Program Manager at Campus France, the operator of the French Ministry for Europe and Foreign Affairs. She has also worked with organizations promoting the Francophonie.


Benjamin Boutin
Association France-Canada
Benjamin Boutin is Honorary President of Francophonie sans frontières and Strategic Advisor to the France–Canada Association. He is an Associate Lecturer at the Institut international pour la Francophonie (University of Lyon III).
As part of the program, round tables are also organised, for example during the Paris Defence & Strategy Forum, providing a privileged platform for dialogue with high-level speakers.
