French-Canadian Young Leaders Program on Defense issues

Promo 2024

The 2024 cohort, the first edition of the France–Canada Young Leaders Program on Defence and Security Issues (PAFC), brought together ten young professionals from research, the armed forces, public institutions, and civil society, hailing from both France and Canada. Over two sessions – in France (March) and in Canada (May) – the participants took part in an intensive program of high-level meetings, roundtables, and strategic visits focused on defence, security, and transatlantic cooperation.

Publications from the Program

Participants produced strategic notes for the Network for Strategic Analysis (RAS) in both French and English, and contributed to a special issue of the Revue Défense Nationale (March 2025 – No. 878, “Canada–France: Towards a Strategic Partnership”).

Program in France – March 11–15, 2024

  • Strategic visit and exchanges in Brest with the Strategic Oceanic Force and the Atlantic Maritime Prefecture

  • Workshops and roundtables at the 2024 Paris Defence and Strategy Forum 

  • Discussions with French parliamentarians on France–Canada strategic cooperation

  • Meetings with experts on cooperation in new technologies, feminist approaches to foreign policy, and leadership

Program in Canada – May 13–18, 2024

The Canadian session, held in Ottawa, Montreal, and Saint-Jean-sur-Richelieu, included:

  • Exchanges on Franco–Canadian military cooperation and the Francophonie

  • Public conference at the Embassy of France on future zones of tension by 2030

  • Meetings with the Canadian Rangers

  • Symposium on the Arctic and NATO

Conference at the French Embassy in Canada

As part of the first cohort of the France–Canada Young Leaders Program on Defence and Security Issues (PAFC), the Forum de Défense et de Stratégie (FDS) and the France–Canada Association organized several major events bringing together high-level experts, decision-makers, and practitioners:

  • Roundtable – Current and Future Developments in the Transatlantic Security Architecture (Paris Defence and Strategy Forum, March 14, 2024)

  • Public Conference – Future Zones of Tension and Conflict by 2030 (Embassy of France in Canada, Ottawa – May 14, 2024)
